20 shots, from a 10mg vial, means 0.5mg per shot(your dosage per injection).
20 shots, each about 10 units, means 200 units in total or 2ml of bac water.
Using a 0.5cc syringe means, you need
4 fully loaded sysringes of bacteriostatic water to mix: 4 x 0.5ml = 2ml

It's your decision, it all depends on the total amount of bac water you are using.

This is only important for the initial mixing part, since you are only using a small fraction of the entire scale when injecting.

Btw, do you pre-load and freeze your syringes? You should.
